Missing hardware cursor on console on Odroid C2

I've noticed that when logged into the console on my C2 that there is no hardware cursor. I can set the software cursor via ESC sequences so it will display, but that will only last until another program takes control of the console. Similarly, that also means that I have no cursor in vi(m).

Has anyone else noticed this, or is there something that's odd about my setup?
