Bug: cpupower-4.7-1 fails w/ linux-odroid-c2-3.14.65-16

Upon updating to cpupower-4.7-1, governor other than performance are no longer available despite being set in /etc/default/cpupower ... downgrading to 4.6-4 solves this problem.

I have verified that both 'hotplug' and 'ondemand' do not work.

Steps to reproduce:
1) Set governor='hotplug' in /etc/default/cpupower
2) Start cpupower.service
3) Check that hotplug does not load via: cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor

Expected behavior:
3) Should return 'hotplug' but it does not.
