when I run
$this->bbcode_second_pass_code('', 'packer -Si <package>')
why does packer not display installed size and download size like pacman does? Is there a way to display this information with packer?

Packer just calls pacman under the hood so it should be doing the same for most packages. For the aur packages it downloads the PKGBUILD and then does a makepkg so it's likely that what is shown about the source etc download is dependent on the PKGBUILD script.
