Pi will not boot

Hello all. I am new to the forum. I just found archlinux and wanted to give it a try. I am having an issue though. I have a Pi 3 b+ armv8 and I downloaded the latest package "ArchLinuxARM-rpi-3-latest.tar.gz". I used Win32 Disk Imager to load the image from a windows device as I have with the other images I have installed and when I power on the Pi it does nothing. Just sits there as if the power was never turned on. I replaced the sd card with one from another Pi I have it it loaded just fine which leads me to believe I did something wrong. Does anyone know where a set of instructions are to configure with a windows device? I noticed when I extracted the image it did not have a .img extension. It did not have any extension. Well thank you I appreciate any assistance.

We don't distribute *.IMG and hence you can't just burn the image onto a flash drive/as card . You can find the instructions to install on our main page.
