gcc and clang not working under qemu-aarch64-static

Hi,
I am using qemu-aarch64-static and chroot to run the aarch64 image on my x86_64 host. However, I am not able to run gcc or clang, I get "bash: /usr/bin/gcc: cannot execute binary file: Exec format error". I used pacman to install gcc and clang. Other packages I installed with pacman, such as git and vim work fine, as well as arm executable I compiled myself using a different chroot environment on a different machine. Any suggestions as to what may be the problem?
