Yes, that's the pacman command to run to install the linux-raspberrypi4 kernel.
Then, you must respond "yes" to replace the default kernel, since you need to choose one or the other.
If you choose "no," the default kernel will remain and installation of the linux-raspberrypi4 kernel will abort.
I'm also assuming you have the default aarch64 kernel installed presently and not the 32 bit version from the instruction page.
There's the possibility that you'll break your system, so backup whatever you need to before you swap the kernel.
