Raspberry Pi 4 GPU Issues

I installed alarm on my Raspberry Pi 4 and I am trying to get GPU accelerated video decoding to work.

The end goal of this process is to get GPU accelerated video decoding working for a Qt5 application that is embedded MPV using OpenGL, but for the moment I'm just trying to get MPV working on its own.

The preferred environment for this to work under is a wayland compositor like sway or cage, but if that is not feasible I'm open to falling back to X.

I'm hacked at this for awhile, but I can't seem to get the right set of packages, config.txt / cmdline.txt settings, and permissions together to get it all working. What exactly is the best setup to achieve Wayland backed MPV GPU accelerated video decoding?
