To be clear, does a system running linux-rpi (aarch64) exhibit this bug or only one running linux-aarch64?
It seems an image which installs a 64 bit linux-rpi kernel does not exhibit this bug.
To test, use wget to download this image and change the bsdtar command to untar it.

I don't remember for sure, but I don't believe it is necessary to issue the sed -i 's/mmcblk0/mmcblk1/g' root/etc/fstab command.
