Not that it'll be much help, but I can confirm adding dtparam=krnbt=on to /boot/config.txt works! Just make sure to add it before "[rpi4]"...

I got tired of BT not working on the Pi400, so I tried installing the firmware-raspberrypi package from Manjaro ARM - and that got BT working again on my Pi400.
