Forum: can't quote previous message + quotes are broken

Not sure where to report this as there is no section related to the forum itself, feel free to move/delete.

When attempting to quote a message on an open thread (by clicking the "quote" button on the message), I get:

[quote]This topic is too old to reply, so, it's locked now. Thanks.[/quote]

even though I can post a normal response to the thread.

Edit: well, quotes seem to not work at all anyway
Edit2: and I got further php errors when posting:
