Process to migrate AUR package to official repository?

How is it decided that a certain package gets adopted from the AUR into the official repository for Arch Linux ARM? Who gets a say in this, who decides and who does it? There's mention on the web site that this happens, but no description of how this happens.

For example, in the AUR, there are two packages that, together, allow a Raspberry Pi 3 or Raspberry Pi Zero W to use Bluetooth when running Arch Linux ARM. They are hciattach-rpi3 and pi-bluetooth. They've been there for months and they enable a built-in capability of what I would believe to be one of the most popular boards for Arch Linux ARM. Yet, they are not a part of the official project.

Looking for a little insight to this process. Can someone explain?
