Yes, since June ;)

Here is the ticket to keep track on the current mainline status:

As you can see the initial support (no fancy stuff like genet, v3d and so on) is in linux-next.

I'm sorry, I think I did not understood. I thought after git described actions would be another ones to make it available...

I was looking to have Pi4 running arm8 and rtl-sdr (I was told this last one would depend this update)...

I'm not sure about the level of availability. The final Kernel release of 5.5 will be available at end of January 2020. I cannot speak for the Arch guys. Please keep in mind this will be very limited no graphics, no USB 3.
