Switching to developer-mode BIOS made no difference to me. I can USB boot using the USB 2.0 port using a USB stick, but can't boot from a USB ssd. That was the situation for me before switching to developer-mode BIOS too.

I seriously copy-pasta'd and followed the directions and they were all that I needed in any way.

Switch to developer mode
Enable USB booting
Core Developer

I just tried again. Same result. On yet another different USB enclosure/SSD, it won't boot and just gives the tone.

To prove to myself that I can copy and paste like a pro, I installed on another USB stick and that booted just fine.

@WarheadsSE, are you installing on an SSD in a USB enclosure? If not, try that. If so, try a different one. I've tried four different USB enclosure/SSD combinations and they all fail to boot. I've tried two USB sticks, and they both worked.

My chromebook reports that it is running firmware version Google_Snow.2695.117.0

I have not tried it with a SSD via USB enclosure. Though, they tend to spin up a bit slower.
