There no option to use QUOTE, so just reply without quote. Anyway you may write the tags and quote the previous message, manually. Like this:
$this->bbcode_second_pass_quote('', 'I') tried to post a reply to a post

If is that you meant.
BTW which topic you're mentioning ?

All other phpBB forums I have used allow "quote".

If it does not work, why is it there - even worse provide a misleading error message?

Is your timezone set correctly in preferences?

@moonman, this issue has existed for ages and has been frequently complained about with no response from the maintainers. E.g. see viewtopic.php?f=8&t=12751.

The threads are locked so that there is less necroposting and less spam and given how many people maintain the forum it isn't going away.

Did changing the timezone to a correct/different one not help? I don't know where the issue is coming from with quote buttons.

@moonman, I suspect you are not seeing the issue which the OP and the other thread I linked to is complaining about.

If I click on the Quote button on your reply above which is from 9 mins ago, I immediately get the error message the OP refers to. My timezone is correct at UTC+10. Does it in both Chrome and Firefox.
