Installation medium help

I am not familiar with Arch Linux, but have found a tar.gz for the device I'd like to put Arch Linux ARM on. It is an Asus Chromebit CS-10, that is running Chrome OS that end of lifed in November 2020. What I need to know is how to convert the tar.gz to an .iso file or an .img file to be written to a USB drive to flash the OS or at least dual boot it.
