Hardware video acceleration - explain?

Hi,

I've been searching for some information about HW acceleration on ARM based computers, but I cant get the point, so please help me understand this.

I'm using AMD E350 APU now, and I've installed Arch i686, catalyst drivers, xvba-video and libva - and I can use vaapi video acceleration with many programs like vlc, mplayer or with gstreamer.

I see that some ARM boards advertise that they run 1080p video (and bigger) but I don't get how to make it work with programs like vlc or gstreamer. What is installed instead catalyst and libva to make vaapi work? If this is really possible...
