Shrinking my root partition

I'm trying to migrate /home to a separate partition that I can mount it rw while leaving root in ro.

This involves the gamble of shrinking my / partition and adding a new one behind it. It's relatively fresh install and I'll be giving root 10G out of 64 so I'm not really worried about fouling things up on the back side of /. Didn't have access to a linux box to install so the extra partitions are from NOOBS.

How is that sector allocated when I already deleted it? Do I have to write the deletion to the table before that sector is released? I'm not sure this will work unless I can put 7 back on the same initial sector so I'm a bit hesitant to be too gung ho about it.
