Necessitiy of mkinitcpio

Hello Users and developers,

as a (not so new) Arch Linux user and would like to know whether mkinitcpio is necessary for the kernel in the default configurations?
I own a Cubieboard2 and a Raspberry Pi 2. Both do not have a Initramfs so why is it pulled as dependency for the linux-armv7 package without an additional config in /etc/mkinitcpio.d?
