Package that prevent sytem update, is this normal ?

An issue that I encountered along time ago is that a community package (I believe fontconfig) prevented system update (pacman -Syu), a manual remove fixed it of course.

As an inexperienced Linux and Arch user I like to know:
if this a normal behavior with a community package (or any package) ?
why pacman didn't offer to remove it ?
