I got it working like so:
Build an image from RPi2 latest, flashed that to SD, boot up the pi.
Update the system
$this->bbcode_second_pass_code('', 'pacman -Syu')
This pulled in new firmware, but still not new enough, so I used rpi-update to get the current master.
Then downloaded the missing firmware file to /lib/firmware/brcm/:
$this->bbcode_second_pass_code('', '
cd /lib/firmware/brcm/
