DHCP Acknowledging two IP's

Hello! first off this is my first post.
I have been using Arch for a while now as a desktop and I really like the bare bones, bloated only as much as you make it concept.

I decided to replace my Libreelec/kodi with arch and i keep running into an issue with setting up the network. I have a Windows 08 server handling DNS,DHCP and have set up a reservation for the pi. It is able to activate the reservation but it seems to also create a second ipv4 and I am not sure why. I went through the wiki and made changes to the dhcpcd.conf. I'm guessing two network clients are running maybe? I ran top but didn't see anything that jumped out.
I have to admit I am a little new still when it comes to troubleshooting linux. I am at the mercy of google. I took a screenshot of what i'm getting.

to answer my own question. I think i figured it out yes? looking at TOP a second time i see systemd.resolve, systemd-network, and dhcpcd running. This is the problem? What is recommended to run in this case? systemd-network?

so, I realize I'm probably not making much sense with my half asleep rambleings. but this is basicaly what im talking about.

I figured out I had the mac address format wrong in my /etc/systemd/network/eth0.network file and I thought that would fix it. Somehow its working. and keeping the dynamic address. But what is this scope link address doing? I'm just confused.

Please pick which method you want to use. Dhdcpcd or networkd. No need to have both doing the same job.
