[Rpi 3b+] Enabling GPIO Serial causes kernel panic!

Adding enable_uart=1 at the bottom of config.txt is causing a kernel panic! I am unable to use UART serial devices via GPIO. I have not installed any bluetooth related modules, could this be the cause?
