Mount it on any archlinux system, say /mnt/plug
pacman -S filesystem -r /mnt/plug
Delete /mnt/plug/bin /mnt/plug/sbin /mnt/plug/usr/sbin first

I had this issue and pepedog's instructions solved it. Thanks!

I did not execute the first step,

$this->bbcode_second_pass_code('', 'pacman -R localpurge')

since I could not find the package localpurge when I ran

$this->bbcode_second_pass_code('', 'pacman -Si localpurge')

However, the rest of the instructions seemed to fix the issue.
