Changes to HTML Files in Apache take 15 seconds to apply

Hey everyone, really strange issue here. Whenever I am make changes to any html, php,etc. files it takes about 15 seconds for the changes to take effect and be reflected on the page. I am wondering where the fault lies. Is it a function of a slow disk read, a config file in apache I need to change, just the downright lack of processing power of my Pogo?

I am not positive where you are referring to. this is the only reference to cache I have enabled in my httpd.conf file:

$this->bbcode_second_pass_code('', '
LoadModule socache_shmcb_module modules/mod_socache_shmcb.so

Sometimes with Chrome, it takes a while for it to refresh the page after I make a change. Its possible its a function of the browser and not the website.
